There are antifoulings that contain no biocides. These are silicone based products like International's Veridian used for outdrives and stern gear on powerboats.
Veridian is designed to be wiped down every 3-4 weeks to make sure no slime is forming.
Similar low viscosity silicones have been used on large commercial vessels like car ferries and the cruise liner the SSNorway .
