RCD compliance - just over 100 days to go

The latest elements of the Recreational Craft Directive become mandatory on January 1, 2006, but is the UK recreational industry ready, asks Tony Stenning, member of board for product certification at VCA, an RCD Notified Body.

Stenning feels few people fully understand the implications of amending Directive 2003/44/EC.

The directive revokes the previous version and introduces sound and exhaust emissions limits, as well as changes to some design category definitions, and the name of the Hull Identification Number.

VCA, being the only UK based NB for both noise and emissions elements of the new directive, had expected something of a rush of boatbuilders asking questions, but Stenning says this rush just has not happened. And while it's possible industry is quietly getting on with things, VCA has a real concern - shared by the British Marine Federation - that this is not the case and that the deadline will bring real problems for boatbuilders.

The Department of Trade and Industry says the legislation will be actively enforced, and other European Member States are scrutinising boat documentation and refusing entry where they're not happy.

The commercial implications are clear, says VCA.

Boatbuilders who think they may be required to have craft tested under the new directive should be talking to an NB now.
