As Scottish chairman, MacKay also served on the RYA Council. Guest speaker, RYA chief executive Rod Carr paid tribute to Mr MacKay's contribution there, “We could always count on Hugh when things got tricky on council. His advice was always wise and considered, and his humanity always impressive.”
Taking over as chairman, MacKay said that he’d been involved with RYAS in all sorts of ways ever since his days in a Mirror squad, and looked forward to helping guide the organisation forward.
He identified three challenges ahead: the RYAS office would need to move following the reorganisation of sportscotland; there are bound to be changes within sportscotland following its merger with the Scottish Institute of Sport, and so its funding priorities are changing. Lastly RYAS would need to keep very alert to the new Scottish political environment.
